I think this question is about exponential growths and decays.

1.5% ⇒ 0.015

f(x) = 567(1- 0.015)^9
f(x) = 567(.985)^9
f(x) = 494.890518539

Since we are talking about population, we round. Therefore, the population of the town is 495 in 2010.
