What is the maximum legal speed when the operator's view is obstructed or safe operation is impaired because of people or gear on board the vessel?

The maximum legal speed in this case is PLANE SPEED. A vessel is operating at a plane speed when its weight is predominate supported by hydrodynamic lift instead of hydrostatic lift, at this state the boat will ride on the bow wave leaving the stern wave behind. This speed has to be maintained in order to reduce the risk of having an accident.
