How was u.s. economic policy toward japan and china similar during the 19th century

they both allowed trade in their countries from foreign nations and had little imports running an almost mercantilistic economy.

The United States worked to open both countries to foreign trade

is the answer as of Apex 2018.

Japan and China wouldn't allow foreign countries to have affairs with them, so the U.S tried to push through those barriers.
