a. buffalo and erie, new yorkSteam locomotives had been developed after the steam engine was built in the late 17th century, And with it’s improvement by James Watt had room for improvement of the steam engine. There were prototypes as well that were previously created but several had failed until British Engineer George Stephenson built a successful locomotive called Blucher, and for that reason the first public railway was opened.
