Personal ethical standards are a set of values that one wants to follow, for example "I don't want to harm others".

I would say that the primary determinant is one's goals and expectations, for example if someone wants to feel good about themselves (goal) they would follow appropriate ethical standard.

For some people, religion can also be an important determinant
