Answer: President Benjamin Harrison

President Benjamin Harrison sought to protect black voting rights in the South. Although warned during his campaign that the move was politically risky, he vowed not to just stand by on it. However in the end, President Harrison failed because it met resistance in the Senate especially the Northern Classical Liberals who thought that it was too much democracy.
