to find the slope of given line rearrange it to the general for y == mx + b:-

2y = 5x + 10

y = (5/2)x + 5

So the slope of the required line will be -(2/5) and can be written

y = (-2/5) x + b

we are given that x = -2 and y = 8 ( the given point) so findin b::-

8 = (-2/5) (-2) + b
8 = 4/5 + b
b = 8 - 4/5 = 36/5

y = (-2/5) x + 36/5

multiply thru by 5

5y = -2x + 36

2x + 5y = 36
