The Patient's Bill of Rights advocates an individual's (or legal representative) a right to make decisions about the plan of care is false.

The patient’s bill of rights is all about the guarantees for those people receiving medical care. It includes and guarantees the patients information, autonomy over medical decisions and fair treatment.
