Hello:

10x -5y =3

5y = 10x-3

y =2x -3/5....( slope : 2)
the equation is : y = ax+b
the slope is a : a×(2) = -1......( perpendicular to a line with a slope of2)
a = -1/2 y=(-1/2)x+b
the line that passes through (4, -3) : -3 = (-1/2)(4)+b
b = -1
the equation is : y = (-1/2)x-1
