Since the school counselor is outside of the practice of which Quan is experiencing, it is only ethical that the school counselor makes a referral to the student. He should assign Quan to a professional that is an expertise or who has the practice or can be able to treat the problems that Quan is facing. It is because if the school counselor tries to treat it, it is considered unethical for his practice does not include the problem that Quan is facing.
