Let us say that y=|x|.
After stretching this function by 0.3 and translated down 4 units the equation will become y+4 = 0.3|x|.
Notice that the range of x did not change. Obvious the right statement is that one which affirms that the domain of the transformed function and the parent function are both all real numbers.

|x| = x where x>0 and -x where x<0
