Basically, when we say interstate commerce, this refers to the purchase and sales of commodities which can either be in a form of money or goods, as well as the navigation of waters. Now, if there is limited power in the regulation of this interstate commerce, the result is that the congress would have a very restricted ability to apply regulatory laws.
