How are arc length and area of a sector related to proportionality?

The arc length is given as radius * arc = R*α
And area of sector =
(1)/(2) R^(2) \alpha

Now, area/arc length = radius (R)/2
And, radius is not a constant quantity, thus, they are not proportional.
Thus, How are arc length and area of a sector are not related to proportionality.
