but one hundred years later, the Negro still is not free. one hundred years later, the life of the negro is still sadly crippled by the manacles of segregation and the chains of discrimination: what does this mean

This means that, Black people are not free, Even though we as people faught for equal rigths we still haven't gotten them after all that we did to try and gain our freedom we haven't gotten it.
