The sentence that best describes the effect of the articles of confederation on the government would be that "It granted sovereignty to each state."
How? It created one branch of government which was named "The Congress."
The Congress ensured that all states were represented in Congress equally by having a state vote and if 9/13 said "yes", then the law would be created.
