The answer is: Taxpayers

All the infrastructures, welfare, and services that the government give to its citizens is being paid by federal funds that's allocated from taxpayers' money.

In united states, the amount of tax allocation that made by taxpayers is structured though progressive tax. The people who earn more would contribute to higher tax allocation compared to the people who earn less on the tax bracket.
