Why did settlers to the west find it necessary to ask the government for economic assistance?

They used up all their money on wagon parts, medicine, and food to get to the west. By that time, they had basically nothing. How would they pay to get chickens, pigs, and cows if they didn't bring them (if they did, they were often eaten on the trail ).

They were not nearly as far along in technology as the other parts
