Under the Meiji Restoration an emperor restored his power to govern Japan. The country was under Mutsuhito who used the name Emperor Meiji during this period. During the Meiji restoration, the emperor has a goal to uplift the country and to strengthen his army. Modernization was also the emperors goal to uplift Japan during this period.
