The European nation wanted to restore the balance of power and peace plan in Europe during the congress of vienna.The congress was already negotiating by late of Sept. 1814, the finalization was held from Nov. of 1814 to June of 1815. The main objective is to have a long-term peace plan for Europe through resolving the issue during French Revolutionary Wars and Napoleonic Wars.
