Due to shortages of men, food, and supply, the first response of President Lincoln to the situation at the Fort Sumter is to send food and supply but no arms. The resupply of Fort Sumpter became the first crisis that the newly elected President Lincoln solved. He did not declare war but he appealed for seventy five thousand troops to fight for insurrection.
