The hypothesis question should ask if it appears to explain most aspects of the phenomenon, and the theory should ask if it does cover all aspects of a phenomenon but with perhaps a few known exceptions and then a law should ask if  it explains/covers all aspects of a phenomenon universally such as the theory of natural selection which can be said that  Darwin elevated to a law by researching and writing the Origin of Species based on his observations in Latin America and other sources.
