different before the Twelve Tables
were created?

Beforehand, courts refused to rule on disputes between patricians and plebeians. Beforehand, Rome had no official laws. Senators were patricians; Assembly members were plebeians.

Twelve Tables enabled the plebeians both to become acquainted with the law and to protect themselves against patricians' abuses of power.
