tertiary is the highest, but if youre looking for the highest level in energy than it would always be the one closest to the bottom which is primary.

Answer:

Tertiary consumers are the highest trophic level.

Step-by-step explanation:

Trophic levels are a concept used on ecology to organize the organisms that make up a food chain, in which mass and energy transfer occurs between specimens or populations. In this case, tertiary consumers are those with the highest trophic level. In addition, it is important to emphasize the higher the trophic level, the lower the amount of energy acquired.
