In the Wabash Railway case of 1886, the Supreme Court decided state governments could not limit or control INTERSTATE rail operations when it ruled that only Congress could do this.
Interstate rail operations require the trains to cross the border with states. This makes the jurisdiction of this operations became unclear so the court decided only federal government could deal with this case.
