Circuit judges traveled across the country to hear cases and brought the king's law to several parts of England. The traveling judges formed a nucleus of judges with national jurisdiction - different than usual - that had no local roots. They were less susceptible to corruption. These decisions were written down and they were recorded and published, what developed later the precedents. This made law the same to all realm, and united England under the same precedents. With this, people saw that law truly became common and available to all.
