The correct answer is President Herbert Hoover.

Many felt that Hoover was not doing enough as a president in order to help the US during the Great Depression. This is due to the fact that Hoover relied mainly on local/state governments and charitable organizations to help the recently millions of unmployed Americans. Hoover felt that giving direct financial assistance to US citizens would ruin the moral character of the country. This was based on his firm belief in the concept of rugged individualism.

This is why many Americans blamed Hoover for the Depression and named symbols of poverty after him (i.e. Hoovervilles, Hoover flags).
