Cultures that value certainty like communication to be direct and without ambiguity while cultures that value uncertainty do not like direct communication and can tolerate much more ambiguity.

Cultures that value certainty are more likely to be closed to new ideas since it would create an /uncertainty/ among the group of people that share the culture.
If a culture was uncertain in it's values it would be open to new ideas to be implemented into the culture itself.
