Why were US and south Vietnamese troops unprepared for the Tet Offensive?

Because it was a campaign of surprise attacks against military and civilian command, throughout South Vietnam. The attack started in the late night hours of 30 January, and the early attacks did not lead to widespread defensive measures. The next day, the main offensive started and it was countrywide and well coordinated.
