What does "Things base and vile, holding no quantity, Love can transpose to form and dignity." mean?

I see, you are referring to Shakespeare's "A Midsummer Night's Dream". Helena speaks these lines, and if you wanted in in plain English it would sound something like this "Love can make worthless things beautiful. When we’re in love, we don’t see with our eyes but with our minds". Hope this helps.
