They have come to give Tom Robinson their own sense of justice. Atticus is waiting there because he believes that every people in Maycomb have the same right to obey and serve Maycomb's Law. The men's ideas about justice differ from Atticus's because they treat Tom Robinson as a different people than the Maycomb's people. Therefore, Tom Robinson deserve to receive a different justice.
