Macy was asked to give the coordinates of a point that will be located in quadrant IV. She gave the coordinates (–2,3).    Explain the mistake Macy made.

That point would be in quadrant two. She put the negative sign on the wrong number. In order for a coordinate to be in quadrant four, it would need a positive x value and negative y value.
