The correct answer is DANGEROUS.

Previous to the word, it's mentioned that the waves were moving, using the word "rose" which already implies a movement going upwards and being dangerous. Afterward, it mentions the word "churning" to describe the movement of the waves, therefore, the word refers to "dangerous".
