The correct option is D.

Stealing is considered to be a very bad crime which carries grave consequences. Thus, a statement that is saying that it is OK to rob the rich if one is going to use the dividends to help the poor, is rejecting a traditional belief; the statement implies that stealing is great if you have the right motive.
