Two thirds of a number x :
(2)/(3) *x

Two thirds of a number x decreased by 5:

(2)/(3) *x - 5

Two thirds of a number x decreased by 5 is 9:

(2)/(3) *x - 5=9

now solve for x:

2/3 x = 9+5
2/3 x = 14
x = 14*3/2
x=21

I hope I helped you.
