The length from b to the centre is 14 as the radius is 9 and the outer length is 5. Therefore if ab is a tangent, pythagoras theorem would apply in that 9^2 + 12^2 should equal the hypotenuse squared. However 14^2 does not equal 9^2 + 12^2 so the answer is option 2.
