Actually the Emperor was actually very close with Franklin D. R But the Japanese Military Leaders was planning a sneak attack during December 7th.
While the Emperor didn't really agree, with General Hideki Tojo. wanted to attack. So he did anyways.
But Japan was imper-listing Asia during that time.
