Loans of reserves from one bank to another are made in the federal funds market. The federal fund is the reserve of the commercial banks and other financial institutions which deposited in the Federal Reserve Bank. A commercial bank can lend their excess of the federal fund reserve to another commercial bank which needed the reserve for its operational purpose.
