Why would it come only in from rising tides? The tides go in, the tides go out. There is a water movement in both sides. Think of those vent spinner things on the roofs of warehouses and the like. If they were st up to spin when the wind blows they would spin from winds to are heading out to sea and also for winds coming back. Same idea.
