A best fit line is a straight line so it can't connect to every dot on the graph. If there were many points everywhere, the line would zigzag to much.

Best fit is meant to be an average of all the dots (data)
It's either C or D

For D, the line does not necessarily miss every one on purpose; a data point could be a part of the average.
