If she needs 5 1/2 cups of flour and a 16 ounce bag is 2 cups she will need 3 bags which will give her a 1/2 a cup extra because she'll have 6 cups of flour.

If she needs 5 1/2 cups she will need 3 bags. That will give her 6 cups. You can get an exact answer by dividing the required cups by the cups per bag:
5.5 / 2 = 2.75
Assuming one cannot buy a fractional bag of flour, she needs to round up to 3
