As in liquids or solids, if so it would be liquids because the particles are freely moving around and not held still like solids.

Answer: The correct answer is "plasma".

Step-by-step explanation:

The states of the matter are: Liquid, gas, plasma and solid.

Liquid: The particles are more loosely packed as compared to the solid. Liquid is a fluid.

Solid: The particles are more tightly packed. Their particles can not move freely. They are tightly packed. They are rigid. Their particles do not have kinetic energy.

Gas: The particles are loosely packed. In this state, the particles can move more freely. Gas is a fluid. Their particles has more kinetic energy as compared to liquid.

Plasma: In this state, there are equal number of negatively charged electrons and positively charged ions. It is a charged gas. In this state, the particles are more free to move in gas. Plasma can conduct electricity.

Therefore, plasma is the state of matter which contains the most energetic particles.
