Governor Mario Cuomo criticizes the Reagan’s economic policies mainly because the administration didn’t tax and spend enough. He said in his speech, "There is despair, Mr. President, in the faces that you don't see, in the places that you don't visit, in your shining city." Due to this speech, he became the frontunner of Democratic party for president but declined it.
