There are more of 18 quartz then gallons because there is 4 quartz in one gallon. So 4 gallons is the same as 4 quartz not 18 quartz

There are 4 quarts in a gallon. 4 gallons have 16 quarts , because 4 multiplied by 4 is 16. This means that 18 quarts are more than 4 gallons (16 quarts).
