The correct answer should be A) Equal pay.

African-Americans have had voting rights since the Emancipation Proclamation while Women had it since the 20s. Bus segregation was a thing but wasn't as important as other segregation laws regarding schools and universities and jobs. The congress wanted to end the practice of women and african-americans having lower pays than white people which was a common practice.
