Citizens are fed up with the scandals and bad publicity that their governor brings to their state. What is the best course of action that the citizens could take to get rid of their unfavorable governor?

Nothing; they just have to wait for his term to end.
   They could get a new candidate to run against the governor in a recall election.
   They could gather support and hold a referendum to remove the governor from office.    They could protest at the capitol asking the governor to resign.

When citizens are fed up with the scandals and bad publicity that their governor brings to their state, the citizens could gather support and hold a referendum to remove the governor from office. To do a referendum, they need to have an initiative which allows the citizens to present laws and or place them in ballots for approved vote.
