Looking at the table, I can automatically rule out B) and D) because Fraser is -5 degrees and Harbin is -10. Harbin is obviously colder than Fraser in January, so that is incorrect. As for D) you can tell that Barrow is -16 degrees in January. Do the other cities even come close? Now C) Grand Fork is not the coldest city in January, for Barrow is -16.

In conclusion, your answer would be A) because:

Barrow is the coldest city in January.

A because -16 is colder then all the other temperatures. Hope this helped
