What system of government do the regional governments tell the central government what to do?

This should be a decentralized government. In such governments, regions are autonomous to a certain degree and decide things for themselves but have to report to a central government that can't make huge decrees about the regional governments. If it was centralized, then the central one would decide for the entire state and wouldn't care about regions or their governments.
