What "system" of government do the regional governments tell the central government what to do

This should be a decentralized government. In such a government, the power is not centralized in one government that decides for an entire country, but rather the states or autonomous regions have their own smaller governments that tell the central or federal government how things should be done and then they all decide. It's not just people sitting in the capitol deciding for the entire country.
