Since it's perpendicular to 2x-y=8, that means the slope of the new equation is

equal the inverse of 2 & changing the sign. That is m=-1/2

To find the function , let's apply the formula:

y-y1 = m(x-x1). Plug ===> y-2 = -1/2(x-9)===> y=- 1/2x+13/2
