The correct answer is radical republicans. They didn't want to let the countries join back as easily as they did and wanted to punish them even harsher for their secession. They also believed that the equality laws should be implemented on an even stricter basis where it would be completely ensured that the freedmen had voting rights and that they were not bothered regarding suffrage.
